## Source-Safe Thesis

Puerto Rico's legal labor history includes more than slavery. The June 16, 1849 `Gaceta del Gobierno de Puerto-Rico` published Juan de la Pezuela's instructions for the `regimen de los jornaleros`: Article 2 ordered local registries for jornaleros, and Article 3 ordered that each jornalero receive a `libreta`. The safe public point is that legal freedom could still be paired with paperwork, registration, and labor surveillance.
